In today's global world, where rapid socio-economical, technological and informational changes take place in modern sectors of society, higher education institutions face new challenges to provide timely and proper responses to an urgent need for distributed learning opportunities to all. En el mundo global de hoy, en socio-económico rápido, los cambios tecnológicos y de información tendrá lugar en los sectores modernos de la sociedad, las instituciones de educación superior frente a nuevos retos para dar respuesta oportuna y adecuada a la urgente necesidad de distribuir las oportunidades de aprendizaje para todos. Relevant knowledge, considered to be the most effective mean for local empowerment and community self-sustained development, must be accessible to all sectors of population in order to assure better levels of life quality. Conocimientos pertinentes, que se considera el medio más eficaz para el empoderamiento local y la autonomía de la comunidad de desarrollo sostenido, debe ser accesible a todos los sectores de la población a fin de asegurar mejores niveles de calidad de vida. To improve local capacities at less privileged communities means to promote individual and collective self-managed skills and self-esteem that facilitate the needed conditions to assure accepted standards on health, nutrition, productivity, family and community integration, and sound environmental indicators, as well as on income distribution and assets procurement. Para mejorar las capacidades locales en las comunidades menos privilegiadas medio de promover la autodefensa individual y colectiva gestionadas habilidades y la autoestima que faciliten las condiciones necesarias para asegurar los estándares aceptados en la salud, la nutrición, la productividad, la integración familiar y comunitaria, y el sonido de indicadores ambientales, así como en la distribución del ingreso y los activos de contratación.
Another basic criterion for global world functioning is interdependence . Otro criterio básico para el funcionamiento del mundo global es la interdependencia. All nations and all sectors of a given society are interrelated. Todas las naciones y todos los sectores de una sociedad están interrelacionados. Economic growth depends on expanding differentiated markets. El crecimiento económico depende de la expansión de mercados diferenciados. Larger and stronger markets depend on increased and better distributed consumption of goods and services. And increased rational consumption depends on higher productivity and awareness, as well as availability of financial resources in a significantly wider array of the world population. What universities can do to play a significant role in the promotion of local empowerment for self-sustained development? ¿Qué pueden hacer las universidades a desempeñar un papel importante en la promoción de la autonomía local para un desarrollo autosostenido? How these institutions can contribute to certify differential levels of relevant knowledge among members of a given community and evaluate the social impact of their engagement? ¿Cómo estas instituciones pueden contribuir a certificar los diferentes niveles de conocimientos pertinentes entre los miembros de una comunidad determinada y evaluar el impacto social de su compromiso?
Historically, universities have concentrated in the training of the elite workforce around the glove. Históricamente, las universidades se han concentrado en la formación de la mano de obra de élite de todo el guante. Most higher education programs have been oriented to prepare the human resources needed to innovate, lead, and manage production processes and services offered by the public, civil and private sector. Einschlägige Kenntnisse, die als das wirksamste Mittel zur Stärkung der kommunalen Selbstverwaltung und kommunale sich selbst tragende Entwicklung, zugänglich sein müssen, um alle Bereiche der Bevölkerung im Hinblick auf eine bessere Ebenen der Lebensqualität zu gewährleisten.
